Ukraine and Russia: Is the U.S. Still Sharing Intelligence? Separating What Is Confirmed, What Is Reported, and What Is Unknown
Washington and Kyiv both say intelligence sharing continues. A reported U.S. threat to cut it is disputed, a missed warning is unexplained and a reported peace plan is unconfirmed.
Mostly True Hot today
“We are helping them, and we are sharing intel. We want the war to end.”
President Trump to reporters at the White House, Oct. 13, 2026, as reported by Euromaidan Press [1]. Other outlets that carried the remark (ANI, Townhall, Newsmax, per search excerpts) give the same words with minor punctuation differences. We did not watch the original video.
What we found
Confirmed
- Trump said on Oct. 13 that the U.S. is sharing intelligence with Ukraine [1].
- Ukraine's foreign minister, Andrii Sybiha, said intelligence sharing through the platform was continuing [1].
- Axios reported on Oct. 10, citing a Ukrainian official, that U.S. envoys Steve Witkoff and Jared Kushner told the Ukrainian team at Oct. 9 talks in Florida that Trump could cut off intelligence access if Ukraine kept striking Russian refineries. A U.S. official denied that any threat was made [6].
- On Oct. 4 Zelensky said the U.S. was proposing a meeting “at the technical level in a trilateral format by the end of October”; asked about location, he said Ukraine is “open to the UAE or any other country proposed by the U.S. side” [3].
- On Oct. 10 a Kremlin readout said Putin told Trump an immediate resumption of talks was unlikely [4].
Reported by sources, not confirmed
- Reports said the U.S. threatened to cut intelligence sharing unless Ukraine stopped striking Russian oil refineries. Axios reported it on Oct. 10 [6]; the Financial Times reported on Oct. 11, citing European officials, a U.S. threat to block the PURL arms-purchase mechanism, and Reuters said it could not immediately verify that [8]. On Oct. 14 Zelensky said of the intelligence warning: “They told my generals, not me” [7]. So the threat is reported by several outlets and secondhand by Zelensky, but a U.S. official denied it, and we found no U.S. on-the-record confirmation.
- A Washington Post report, via Meduza, on a four-part U.S.-European plan: rebuilding funds, NATO-style security guarantees for Ukraine, sanctions relief and Russian energy resuming to Europe, and freezing positions along the current line. It rests on anonymous officials [5].
- The Kremlin's claim that Ukrainian drone attacks on Moscow interrupted talks. It is a Russian statement, not independently verified [4].
Unknown
- Exactly what was said to whom, and whether it was a threat or a warning of what Trump might do.
- Why Ukraine got no warning before the Russian attack late on Oct. 12, reported on Oct. 13, of five ballistic missiles and, per Euromaidan, 100+ drones. U.S. officials reportedly cited bad weather and Ukrainian officials reportedly doubted it [1]; another account has Sybiha attributing the late alert to the type of weapon used [9].
- Whether Russia accepted the proposed technical talks [3].
- The plan's actual terms. No government has published them.
- The statement. “We are helping them, and we are sharing intel. We want the war to end” came on Oct. 13 after the reports of a threat to cut intelligence [1]. Asked whether the U.S. had stopped sharing, Trump also said, in Kyiv Post's and Ukrainska Pravda's accounts, “No, we haven't” [2][9]. Sybiha said the same day that sharing continues [1].
- The reported threat. Reporting said Washington had threatened to stop sharing intelligence, and to block the PURL mechanism through which European allies buy U.S. weapons for Ukraine, unless Ukraine halted strikes on Russian refineries. Outlets differ on who made it and how: Axios names Witkoff and Kushner, citing a Ukrainian official, with a U.S. official denying it [6]; the FT concerned PURL [8]. Ukrainska Pravda also reported that Reuters sources denied a threat; we did not find that Reuters text [2].
- The attack. Zelensky said: “we received no early warning from our partners about this strike. Intelligence on Russian ballistic missile launches helps save lives” (Meduza's report of his statement). Russia struck Kyiv with ballistic missiles late on Oct. 12; Meduza counts five and Kyiv Post about six, and Euromaidan adds more than 100 drones [1][9].
- The diplomacy. On Oct. 10 Trump announced that Russia agreed to deliver more than 300,000 tonnes of diesel to markets. Zelensky called the deal a “gift to Putin” and said “all that money goes toward the war against people, against Ukraine” [4]. A Kremlin readout by aide Yuri Ushakov said Putin told Trump that Kyiv, “by launching a large-scale drone attack on Moscow,” had “interrupted the possibility of an immediate resumption of the negotiation process” [4]. Al Jazeera dates that drone attack to Sept. 20, during Russian parliamentary elections.
- The reported plan. The Washington Post reportedly describes (per Meduza; some outlets call the piece a columnist's report) funding to rebuild Ukraine through the World Bank and BlackRock, with officials asking Kyiv for cost estimates and assurances the money will not be stolen; security guarantees for Ukraine modeled on NATO's Article 5; Russian energy resuming to Europe with a sanctions-lifting timeline; and freezing positions along the current line of contact, which officials acknowledge would probably satisfy neither side. Putin reportedly plans to negotiate only after capturing the rest of Donbas [5].
We rate the statement Mostly True. Both Washington and Kyiv say intelligence sharing continues, and no source we read reports that it stopped. It is not documented independently: it rests on two governments' statements, and Zelensky's complaint that no warning came on Oct. 12 shows sharing may not be working as Kyiv expects. The related claims, that the U.S. threatened to cut it and why the warning did not arrive, are unresolved.
What they didn't tell you
- The statement doesn't answer the threat report. Saying sharing continues is consistent with a threat having been made. Whether it was made is disputed: Zelensky says the warning reached his generals, a U.S. official denies it [6][7].
- “Sharing” is not “timely warning.” Zelensky said no warning arrived before the Oct. 13 attack [1]. Whether that was weather, a gap, or something else is not established.
- The peace plan is a single-source report. It rests on anonymous officials, and no government has published or confirmed it [5].
- The Kremlin's explanation is a claim. The account of Ukrainian drone attacks on Moscow comes from a Russian readout and is not verified [4].
- The diesel deal's value is contested. Zelensky's view that it helps Russia is an opinion. The 300,000-tonne figure is from the announcement [4].
What we still don't know
- Did the U.S. threaten to stop sharing intelligence? Reported by Axios and secondhand by Zelensky, denied by a U.S. official.
- Will the proposed trilateral technical talks happen by the end of October?
- Will any government confirm or publish the reported four-part plan?
